How to build a list that's "in heat" for what you offer

But, not just any kind of list.
What he wants a list that is "in heat."
In other words, a a list of people already looking to buy what you sell when they sign up for your list. (Making you more of an order-taker than a salesman, if’n you catch my drift…)
Is this even possible, you ask?
Why, yes, I believe it is.
And, have even experienced it.
